Founder & Director
Ms Thembekile Phylicia Makhubele is an Institutional Architect and Organisational Transformation & Effectiveness Specialist with over 20 years of public sector experience, including 14 years at senior and executive leadership level.
She has held senior provincial, national, and intergovernmental leadership roles, including Head of Monitoring & Evaluation, Provincial Director, Chief Director: Professional Ethics, and Chief Provincial Coordinator (a role equivalent to a Chief Operations function). In these roles, she led oversight, coordination, and system-wide reform initiatives across complex and decentralised governance environments.
Her leadership integrates strategic human resource management, organisational performance systems, governance and ethics, applied mediation, and data governance. Through this multidisciplinary expertise, she supports institutions to navigate organisational risk, investigations, grievances, cultural breakdowns, governance failures, and institutional performance challenges.
Her work focuses on strengthening institutional integrity, improving organisational effectiveness, and helping leaders understand and address the underlying conditions that lead to governance and performance failures.
